ADRC Division

The Aging and Disability Resource Center Division (ADRC)

is that part of the Office on Aging and Independence that serves

as a single point of entry into the long-term services and supports

system for older adults and people with disabilities. Sometimes

referred to as a “no wrong door” system, the ADRC helps

consumers and their families find needed information, services,

and supports.The ADRC provides objective information, advice,

counseling, and assistance, and helps people more easily access

public and private programs.ADRC specialists empower people to

make informed decisions about their long-term support options.

The ADRC serves persons over the age of 50, adults 18 and

older with physical disabilities, family caregivers, and professionals

offering health and long-term support services.

Three primary services make up the ADRC Division:

Maryland Access Point (MAP)

– The main objective of the MAP

is to help people navigate and understand very complicated public

and private resource systems or what are also known as long-term

services and supports. Information specialists assess your needs,

provide resource information, and help you get connected to

available resources.

State Health Insurance Assistance Program (SHIP)

– SHIP

provides Medicare education and counseling, the most universal

and critical needs for today’s Medicare beneficiaries, their

families, and/or caregivers. Certified staff and volunteers provide

information and counseling services for all Medicare beneficiaries,

regardless of age.

Family Caregiver Support Program (FCSP)

– Caregiving can be

a daunting and stressful job. Services include information and

assistance about services, counseling, support and training, and

grant funding (as available) for respite care or supplemental services.

Senior Assisted Living Group Home Subsidy Program

(SALGHS)

Provides financial assistance for a limited number of

eligible Assisted Living Group Home residents age 62

or older residing in approved facilities of 16 beds or less.

• Recipients of these funds must meet the age

criteria, medical and financial criteria.

• The recipient must reside in a small 4 to 16

bed assisted living facility that has contracted

with the Howard County Office on Aging and

Independence to provide assisted living services.

Medicaid Supports Planning Program

The Affordable Care Act provided for the development

and implementation in 2014 of new programs in the

state of Maryland as an alternative to nursing home

placement. Staff members in the Medicaid Supports

Planning Program assist county residents to develop

a person-centered plan of service, identify providers,

monitor service delivery, and connect with other

community resources as needed.

These programs include the Community Options

Waiver Program (COWaiver),Community First Choice

(CFC), and the Community Personal Assistance Services

(CPAS). County residents eligible for these programs

can access all services available under the state plan as

well as services specific to the individual program.
